If you are viewing this, you must be interested in making a Thunder Breaker, the Eccentric Cygnus Knight.
First thing first would be to list the pros and the cons:
Pros:

Really fun, especially 70
Highest leveling rate at MP3
Great Horizontal range
Decent damage even at the younger levels
Have a different game play

Cons:

Really dull during the first-third job
Equips are hard to come by
Spam somersault from first all the way until you get shark
Doesn't have the mobility of a Dawn Warrior or a Night Walker until third job

Now that we've gone through that, let's go onto the SP guide.

Beginner!
1-7: This is what you really prefer, I just put 3 on Three snail and have 3 SP leftover. It's your preference. I recommend doing 3 on Three Snail due to the fact that Three Snail is OP Sad.

First Job!
This is Build 1, I call this the No mobility build.
10: 1 somersault (1)
11: 3 somersault (4)
12: 3 somersault (7)
13: 3 somersault (10)
14: 3 somersault (13)
15: 3 somersault (16)
16: 3 somersault (19)
17: 1 somersault (Max) 2 Quick Motion (2)
18: 3 Quick Motion (5)
19: 3 Quick Motion {8}
20: 3 Quick Motion (11)
21: 3 Quick Motion (14)
22: 3 Quick Motion (17)
23: 3 Quick Motion (Max)
24: 3 Straight (3)
25: 3 Straight (6)
26: 3 Straight (9)
27: 3 Straight (12)
28: 3 Straight (15)
29: 3 Straight (18)
30: 3 Straight (Max) 1 Lightning (1)
Reason: The reason for this is that somersault if the best mobbing skill you'll have until level 70, so therefore you'll need it. Quick Motion might seem useless for now, but if you are planning to take it easy and not get your Thunder Break to level 120 to make your UA before the Chaos Patch, you'll definitely need it. Also who wouldn't like some additional Avoidability? Straight is somewhat useless, but you'll use it when facing a 1v1 monster (which is highly unlikely at level 30-70, but who knows.) Lightning just because level 1 dash is crap.

Build 2 is called, "Mobility"
10: 1 somersault (1)
11: 3 somersault (4)
12: 3 somersault (7)
13: 3 somersault (10)
14: 3 somersault (13)
15: 3 somersault (16)
16: 3 somersault (19)
17: 1 somersault (Max) 2 Quick Motion (2)
18: 3 Quick Motion (5)
19: 3 Quick Motion {8}
20: 3 Quick Motion (11)
21: 3 Quick Motion (14)
22: 3 Quick Motion (17)
23: 3 Quick Motion (Max)
24: 3 Dash (3)
25: 3 Dash (6)
26: 3 Dash (9)
27: 3 Dash (12)
28: 3 Dash (15)
29: 3 Dash (18)
30: 3 Dash (Max) 1 Lightning (1)
Reason: Same reason as above, except that Dash at max is a lot more useful, but it'll get trashed once you get transform.
Training Areas
1-10: Just do the quests, not like you would want to leave Evere
10-15: This is very controversial, but I highly recommend leaving Evere and go kill Striges at this area, right here.
15-20: Short and simple, Blue Ribbon Pig.
20-30: You HAVE to go to Mix Golems at because these guys drop all of your future pots until level 50.

Second Job!
For the second job advancement, it's the same as the rest of the adventurer class. You'll go to Hawkeye (Thunder Breaker advancement person.) He'll tell you to go collect 30 of these marbles if I recall it correctly. Go to the training hall, which was is the last map all the way to left, go to the second hall and get the 30 marbles. Once you get it, go back and talk to Hawkeye, and congratulations, Thunder Breaker hell has begun.

Before I get to the Second Job build, you can always switch HP Boost to the levels after Energy Blast. - Thank you ShockPenguin

68: +3 Knuckle Blast (5)
69: +3 Knuckle Blast (Cool
70: +3 Knuckle Blast (11)
Reason: I don't have to give a reason to any of the others, but I will for blast. Blast is extremely useless during training once you get to level 70. You won't even touch it anymore afterward. This includes Corkscrew Blow also, its used for mobbing level 30-70, but you won't even touch it once you get Shark Wave. (Considering you won't mob.)

67: +2 Energy Blast (11) +1 HP Boost (1)
68: +3 HP Boost (4)
69: +3 HP Boost (7)
70: +3 HP Boost (10)
Reason: Apparently the additional HP at an earlier level won't satisfy people's leveling rate, so the reasoning for this build is that this will give you a faster leveling rate. Do not ask me how fast this will speed you up for I don't know. Energy Blast isn't useful in my opinion 70+ (I never even used it in second job.)

Training Spots
30-37: Mushroom Kingdom, hands down. This is the best place for you at level 30-37, also you get a awesome medal that gives +2 all stats +100 HP/MP (still using it and I'm level 108.)
38-42: CDs, this is the best flat map out there for this level. Kerning Square 7th floor 8th floor Area A.
42-48: Cellion, Grupin, and Lioner are all good EXP at these levels. Stairway to the Sky 1
48-60: This is a really Cliché spot, but it is actually the best spot, EXP wise and Pot wise. You won't even have to repot if you have a decent amount of HP/MP pots. Chimney Possessed by the Scarecrow
60-65: This was a really tough spot for me, due to the lack of maps that is somersault friendly, but I pulled it through by training at various spots.
[list][*]Toy Trojans, Toy Trojans again, but separate map, Voodoo/Hoodoo, no Hoodoo I think in this map. Sky Terrace 5, Cloud Terrace 5, and Sophilias Bedroom 3
65-85: TWISTED JESTERS, the place of many beginnings and many pissed of noobs at the end of the day. This place will begin your late second job and your early third job. Respect it. In seriousness now, Twisted Jesters will be slightly slower at level 65-67, but once you get pass the missing and hit level 68, you'll realize how people level from 70-80 within hours here. Chimney Possessed by the Clown

Third Job Advancement
Congratulations, you are one milestone closer to hitting your UA. The Third Job Advancement will require you to talk to Neinheart, whom will tell you to talk to your job advancement person (Hawkeye.) After you talk to Hawkeye, he'll tell you, you'll need a pass from Neinheart. Go talk to Neinheart and he'll tell you, you'll need a Dark Crystal in order for him to give you the pass. Buy one, craft one, do whatever you need to do to get that Crystal. After you get that crystal, talk to him (obviously,) and he'll tell you to go look for a thief who can conceal himself as Hawkeye. Find Hawkeye in another sense, defeat the thief and bring back the item. Talk to Neinheart/Hawkeye, BAM you're a Thunder Breaker once again.

*Note* EnvoyXp also stated that the invincibility frame of Corkscrew+Barrage (Do not macro them) is a great combination at LHC for those who doesn't know, or need this to remind them.

117: +3 Energy Drain (17)
118: +3 Energy Drain (20)
119: +3 Shockwave (3)
120: +3 Shockwave (3)
Reason: The reason for this is that while you're at Twisted Jesters, you will need a strong Horizontal attack. The one in Energy Drain is to get rid of HP pot usage. Critical Punch is to improve your DpM (Damage Per Minute.) Transformation is a must have for Thunder Breakers, for it increases your damage, defense, and speed. Spark increases how many mobs you can attack, it also helps in mobbing them together. Barrage is a great 1v1 skill. More in Energy Drain to improve the damage and affect of it. Speed Infusion combines with Booster increases how much you can attack. Then more damage in Spark and Energy Drain.
Reason for not getting Shockwave: Its completely optional to just put 1 in Energy Drain and getting Shockwave, but remember that Shockwave can only be used when Transformation is on, and also it lowers your DpM, due to its slow attack.

Training Grounds
86-110: MP3 is literally the fastest place you can train at, at these levels. It'll get slower once you hit level 105, but remember that it happens after awhile and everyone... Let me rephrase this. I mean EVERYONE will hate MP3 105-110. Its slow, but yet faster then any other locations. Mysterious Path 3
101-110: Captains/Krus are another alternative and you can also get a white fang if you're unfunded improving your damage if you were using something worse.
Level 91-108: This place is an alternative for MP3 (was getting KS by a Dawn Warrior while leeching my party at MP3, so I went here.) And even though I'm level 114, I was getting .045% per kill on 2x (.0225% per kill 1x.)
110-120: This place is for 110-120. Lion King Castle Under the Castle Wall 1 This place is good alternative for 110-115. This is a good training map for 113-116 also.

Level 120!
Congratulations on being a 120 Thunder Breaker. What does this mean? This officially means that you can make a UA. Is there a catch? Yes, unfortunately there is. I haven't done it yet, but when I have, I'll update this to make it an official guide.

Last Advancement!
Finally hit 120 on my Thunder Breaker today (May 15th, 2011) and I have started the last advancement. First step is for you to go to El Nath (if you aren't already here.)
Once you're at El Nath click on your lightbulb and you would see a Job Adv. quest. Click on it, and fast forward or read it, really depends on who you are. Now you have to find Jade in El Nath. She'll be sitting on a bench a little to the right, you'll want to talk to her to receive your next quest. She'll tell you to go to kill Coolie Zombies (they do 1.8k-2.3k on a unfunded Thunder Breaker.) So kill a couple and loot ONE black scale. Once you do, you'll receive another quest via lightbulb, you'll have to go to Orbis and go to here. The Old Man (looks like a old lady), will tell you to go to Leafre and talk the Chief Yamamoto (something like that) and he'll tell you to go to either Manon or Griffey and enter a portal there to talk to Nix. Nix will tell you to go kill both Manon and Griffey.
Manon - For Manon I noticed that Lighting Charge did more damage, so I kept my buffs on, get Charge up and spam Drain. Should take you from anywhere between 40 seconds to a minute 40 seconds.
Now that you killed Manon go to Griffey.
Griffey - I noticed that Lighting Charge did less damage on Griffey, then it did on Manon, so I kept everything else, but Lighting Charge on.
After you kill these two go to Nix and he'll act surprise, then play it tough. Go talk to Chief Yamamoto and he'll tell you to talk to this marble. If you go to the bottom right corner, you'll see a cave. Press up there. Talk to the marble, then finish the quest. *Note* You'll burn anywhere from 10-30 HP pots depending on equips and the type of HP pots you have.
Now head back to Ereve. Neinheart will say you missed something and send you back (like what the hell man. What the hell.)
So now you have to travel all the way back over. Such a pain, I know.
Now that you're back to the cave, you'll talk to the fallen knight and be wrapped to Ereve. Talk to Shinsoo, then proceed to the right and talk to the Black Witch. Deny it (press the Decline button.)
Black Witch - She hits you 2k-3k I recommend having at least 50-100 pots (I used 35 Cheese in 16 minutes.) The first half (50% of her HP) is easy. Spam Corkscrew Blow and Barrage. Once she hits 50% HP she'll start using Reflect which returns 100% of the damage. Do not attack her at this time. Keep on healing yourself, until you have a chance to attack. I slowed down about 50% at this part. If I was just spamming corkscrew blow+Barrage I would now add a slight pause between them now, to make sure I don't hit her when she casts reflect (no warning at all).
Now that you killed her, exit the portal on the right and talk to the Empress.
Congratulations!

Now that you are a Captain Knight, you must be wondering, "Now I can just make a UA?" Yes and no. You can make a UA, but you have to do the peridot quest first.
Peridot Quest

To begin this quest, you must first talk to the empress, who will you that her power is weakening, and tells you to go find 10 Peridot. Easy? Wrong. These have a extremely low drop rate, I've heard people taking up to 16 hours doing this, but it can also be as low as 2 hours for the quest.
To finish this quest, you must have EXTREME patience and EXTREME determination. They will or will not drop within the first 10 seconds. And at the same time, they won't drop in hour increments. It took me 15 hours to get them all. (Not all at once, but from 1600-2100 PDT.)
FAQ

Q: Why Quick Motion?
A: Chaos patch changes the avoidability formula making it an essential to have.
Q: Why did you max HP Boost first?
A: I chose to max HP Boost first because the additional HP for me, was more important at the time.
Q: What about equips?
A: You don't have to fund yourself at all. I used a level 10 knuckle until level 64, a 64 until 77, an 77 until 105, an 80 until 111 and an 100 all the way. My 3 overalls were the level 0 noblesse, the Red Barbey, and the level 100 one. I used 3 shoes, the noblesse one, the level 30, and the level 100. I only used 2 hats, the noblesse and the level 18 one. Gloves, I only used 1, the level 60. Anything else that I missed, were either hunted or gifts.
